Aboutthe authors
Charlie Lyons Jones is a researcherin ASPl\'s Defence and Strategy Program, where he assesses
developments in the People\'s Liberation Army, Taiwan=-China relations and EastAsian security.
Proficient in Mandarin, Charlie was one ofthe analysts who helped build the Chpina Defence
Universities Tracken which isthe world\'s most comprehensive database of institutions in
Chinathat conduct research into military science and weapons technology. Charlie has
deep experience workingon China, having interned attheAustralian Trade and Investment
Commission in Beijingand atthe Lowy Institute\'s EastAsia Program in Sydney.
Charlie\'s commentary on Chinese foreign and defence policy has appeared in publications such
as Jphe Nationaoljnteresb The Strotegisb Jpheyntemprete5 Real CleorDefenseand The Diplomoaot His
expert opinion has been quotedin majormedia outlets such as Thne Economistandthe Sou轨

Before joiningASPl, Charlie read an MScatthe University of Oxford, where he won the
Contemporary China Studies Scholarship from the School of Global and Area Studies. At Oxford,
hewasamemberofStAntony\'s Collegeand wrotea dissertation on the influence of Communist
Party ideology on naval doctrine underXi Jinping. Charlie also holdsaBAfrom the University
of Melbourne and has studied abroad at Peking University, Fudan University and National
Taiwan University.
RaphaelVeitis Managing DirectorAsia Pacific forNAMEA, which isamanagement consultancy.
Previously, he worked forDeutsche Bank asthe Global Controls Managerin Berlin and as
the Regional Head of Protective Intelligence, Asia-Pacific,in Singapore. He also served in
the Australian Government asthe SeniorAdviserforlntelligence inthe Department ofthe
Prime Ministerand Cabinet, andasasSection Head inthe Department of Defence, working on
globaloperations.
